Hali counts in the Santa Monica bay are way down. You gotta be very lucky to catch a keeper these days. Too many recreational fishermen chasing too few fish.

Spotfin, I don't think the recreational impact is a factor. "Special permits" for gill-netting halibut fisheries have been issued since we outlawed gill nets and draggers have possibly caused a lot of damage. There is a lot more to it though. The halibut bite will return.
